Political issues are too difficult for the average citizen to understand well enough to make informed judgments.
Of course, a measure that raised salaries, lowered the retirement age, or provided more healthcare services would immediately be approved, but we realize that there are budget constraints and that the money has to come from somewhere.
The average citizen can only give a general indication: more or less government intervention and, above all, judge the results of a government. If they find them satisfactory, they renew their trust; otherwise, they switch to the opposing side.
Ultimately, this is the characteristic of actually existing democracy.
