Ruling Classes and Revolutions

Revolutions destroy the ruling classes, and therefore the problem of their renewal arises, which is no easy matter. However, it is also true that the most capable emerge from the people, whereas within the ruling classes power is largely passed on hereditarily.

By contrast, fascism and later antifascism in Italy and Germany recycled the ruling class, which in the end remained essentially the same.
