Evil and Crime
I would say that not everything we consider immoral is a crime, but only a small part of it. Now, prostitution is considered universally immoral, to the point that to insult a woman one calls her a “whore” (even when it has nothing to do with the situation), but it is not a crime because it would be difficult to prohibit it (as was the case, for example, with alcohol prohibition), and the law limits itself to considering the exploitation of prostitution a crime (which is not simple to enforce).
