Birth Rates
A culture that leads to low birth rates cannot survive because its members will disappear over the course of a century: it is a geometric progression, not an arithmetic one. Aside from that, society becomes, as it already is in many places, a society of the elderly, with all the associated problems.
It is also true that excessive birth rates lead to poverty and degradation, as is happening in the Middle East and Africa. Nigeria had around 15 million inhabitants in 1900; now it has reached 250 million impoverished people.
Therefore, civilizations that do not stabilize their population are doomed to decline.
