The denunciation of Stalin’s crimes was made by the Communist Party. Apart from the fact that they were already evident in themselves, as is now acknowledged by everyone. The limitation of Khrushchev’s report, however, was that it placed all the blame on a single person. But in history one must look for the ideological and material causes of events; one cannot place all the blame on this or that individual.

Stalin’s reign of terror was the only way to keep the Communist Party in power, sustaining the illusion that, someday—who knows when—the new society would emerge from it, a society in which the “new man,” freed from the chains of selfishness, would give according to his abilities and receive according to his needs.
