Democracy and the Laws of War
It is not at all true that democracies follow
the laws of war (or of humanity): one only has to look at the bombings of the
Second World War, of Vietnam, against ISIS, etc., etc.
Reciprocity of rules exists in international conflicts: the domestic law of
states does not allow it because it is the state that has the power to punish,
but at the international level such a power does not exist (otherwise wars would
not exist).
