Democracy and Competence

In a democracy, decisions are made by the majority of the people, and since the majority is incompetent, what gets done is what the incompetent decide.
It is not a government of the competent, except in the implementation of what has been decided. In the past, and even today in much of the world, it is instead believed that the competent should decide. The problem is this: will the competent decide in their own interest or in the interest of everyone?
