One might even believe that it could be a viable system, indeed the best system to regulate the life of states, but in any case it is not taken into consideration except by numerically and politically insignificant groups. On the contrary, governments that follow the passing moods of the people (the “gut,” as it is disdainfully called) are viewed negatively and therefore labeled as populist.
