Intolerant Toward the Intolerant

At one point, Popper argued that we must be intolerant toward the intolerant, because absolute tolerance leads to the end of tolerance.
I am an admirer of Popper, but I do not agree with this point: if we admit that there is an authority that determines what can and cannot be said, then we no longer have democracy. And even if we do so, it is counterproductive.
