Putting money in people's pockets by increasing wages isn't an alternative to the welfare state: the extent of assistance depends on need, which cannot be generalized. For example, I can't just increase salaries in exchange for healthcare: I might be healthy and not need medical care, but I might also need thousands of euros for treatment, and a uniform income increase for everyone certainly wouldn't be enough for me.
