Crime and Evil
The state considers what ordinary people see as evil to be a crime, and this is true not only in a democracy but in any type of state. In any case, it could never be the individual who passes judgment based on their personal opinion, but always and in every case the prevailing culture (or mentality). The community can only have common laws; otherwise, it would dissolve.
