Being democratic unequivocally means accepting the democratic system: freedom of opinion and free elections.
Being anti-democratic means not accepting these fundamental principles. Being against immigration, gay marriage, or perhaps the European Union is not anti-democratic.
One also cannot identify the rejection of democracy solely with fascism: many non-democratic regimes exist (communism, military governments, theocracies, etc.).
In the past, democracy was absent. If we were to identify fascism with non-democracy, the history of the world would then become the history of fascism.
