The laws of war are observed only on the basis of reciprocity, which is not only a historical truth but also a military necessity. It's clear that the Geneva Conventions and similar agreements apply to armies in open warfare, but they are not applicable in so-called asymmetric wars. In fact, they were observed in the Arab-Israeli wars of the last century but are respected by neither Hamas nor the Israelis because they cannot be respected. Hamas doesn't have an army that can openly oppose the Israelis, who in turn don't have an opposing army to confront.
