Terrorists and Freedom Fighters

In international terminology, "terrorist" does not mean "someone who causes terror" (which happens in all conflicts — see the bombings in Gaza), but rather someone who is not a legitimate combatant, meaning someone who does not wear a uniform. But if that's the case, then even the guerrilla fighters in Spain against Napoleon, our partisans, the Viet Cong, etc., would be considered terrorists.
The distinction between freedom fighters (or those fighting for other ideals) and terrorists is merely a partisan political judgment.
