Masses and Elites
The
masses are made up of people with vastly different levels of education, critical
thinking skills, and preparation — from professors to the illiterate.
The ruling class is likewise composed of people with very diverse viewpoints; it
is not a monolithic group sharing the same political ideology.
Certainly, democracies have the advantage that everyone can express themselves
freely, and thus foolish ideas are more easily exposed, whereas dictatorships
control all means of information and are therefore able to spread their
political ideas both among the ruling classes and among the less educated
populace.
